All members of the Council are summoned to attend a meeting of Yarcombe Parish Council to be held in the Jubilee Village Hall on Monday 4TH / 10th January 2022 at 8pm for the transaction of business as set out below.

Covid statement
We shall be following the Village Halls Conditions of Hire surrounding Covid 19 for everyone’s safety during our meeting:
Please do not enter the meeting should you have recently been abroad, been in recent contact with anyone with Covid or feel any Covid symptoms. Please sanitise hands on entry and exit, adhere to Social Distancing, and we shall ensure the Hall is ventilated for the duration of the hire period.

The Honiton Rural Policing Team have put together 2 Newsletters which have been cascaded to the Councillors and also, forwarded to THE Voices for attaching with the e-voices. They have advised that we can obtain our crime figures from www.police.uk which I shall do monthly from now on. It appears the crime figures we have been receiving are not just for Yarcombe and Marsh but also a wider area and somewhat distorted by crime occurrences on the A303 which runs through our Parish. I shall include the following going forward.
Email also received which has been placed within the Clerks Report.

9. Parish Council Priorities including Clerk and Correspondence

• Councillor Vacancy – to discuss. The village hall have enquired about a replacement village hall representative which we have advised won’t be until at least March as the advert has to be in place for a month
• Queens Jubilee
Jean Rich has asked if the PC are “planning something for the Queen’s Jubilee?…..Stockland are holding their fair on the Saturday so that may (or may not) involve the children. Our Church, St. John the Baptist is wondering if the Council and the Church might be joining forces??”

• Highways
Fence running up from layby – EDDC Highways have replied to our email concerning the falling fence “I passed this on to our asset team when the issue was originally raised so it’s currently sat with them and as budget holder, they make the decision on when, if at all works are carried out so it’s really out of my hands unfortunately. If there is a safety defect, that is where there is a protruding section (see pic below) then I can get something done, however, it would only be to ‘make safe’.”
Therefore, this is unlikely to get repaired, or the missing gap in the fence replaced.
Footpath 19 sign on A30 – Alistair Billington has reported that “following an accident with a van on the A30, unfortunately the footpath sign has come down along with the great new safety fence Caroline recently organised”. We have the contact details of the person who admitted liability and the details have been passed to Caroline and Shaun to assess. No contact has yet been made with the man concerned.
• Planters on the Layby – see Clerks Report for update – one is cracked and may need replacing in the Spring/Summer 22

• Re Planning Ref 20/1225/FUL, Land Opposite Yonder Marsh Farm Marsh Honiton EX14 9AH – £2,182.21. We are still awaiting to hear about the CIL due – EDDC were contacted in October and November. The next payment date for CIL is April 2022 as it is only paid out twice a year.

12. Planning
To receive and endorse the Planning Decisions of the Council taken since last meeting under delegated authority:
The formal delegation of making and submitting comments on planning applications to the Councillors who attend the site meetings, has been granted to Cllr Tony Long in November 2019. This is due to their being insufficient time before subsequent meetings to bring back comments to the Council for a full formal vote.
