All members of the Council are summoned to attend a meeting of Yarcombe Parish Council to be held in The Yarcombe Village Hall on Monday 2nd September 2019 at 8pm for the transaction of business as set out below.

c. Update on Yarcombe Inn donated Crowdfunding monies
Miranda Gudenian pointed out about the book that “one does need to bear in mind that some of the ancient history of The Yarcombe Inn is unknown and there is more to be discovered, so any publication must be produced in a way that can be added to as and when”.

Emailed Darren concerning the temporary speed alert electronic sign to borrow and whether we could have erected some “speed camera” warning signs. Tytherleigh have them – also a very windy road and thinking they may act as a good deterrent.

• Cllr Stone – Distribution of Minutes – Bcc / Marsh Notice Board / Notification to everyone they are available online. Sandra Newton to print off and display in the Marsh Notice Board.
• Proposal to move the Parish Council meetings to Tuesday evenings.

8. Clerk and Correspondence
Discussion / Decisions and Actions required:
• St Johns Ambulance First Aid training – 5 plus any Councillors. Emailed SJA for costs and coming out to Yarcombe
• Crowdfund Devon have £95,000.00 available to contribute to projects within E Devon. Available to not-for-profit groups and Parish Councils. Would need to have an idea for a project, create a video and post the idea to the Crowdfunder website. Then publicise the Project to everyone including EDDC, Devon CC and Cornwall Police. If the project reaches its target it would receive all the funding.
• Enquired with https://www.twmtraffic.com/signs/captis-equipment/captis-equipment/ re TWM CAPTIS Smart Speed is an excellent static or mobile solution capable of recording both vehicle speed and vehicle registration plates in one simple to use device. Enquired about moving it to Marsh and securing the device.
• Possible Defibrillator for Marsh
• Maintenance of Yarcombe defibrillator required – £119pa
• Village Post Box – if accepted we can have another it can take up to 26 weeks.

Item 8. Clerk Correspondence
Further Correspondence as follows (for more details and copy emails please email the Clerk):
• Email apology from Richard Pryce, Highways Manager at Devon CC concerning the traffic through the village when the road was closed
• Email concerning should we have problems with Travellers in the area “If you are in a position in the future where you need someone to help in a tricky situation such as this, please give us a call on…01392 276281 – We are Devon Investigations, a long-established and highly experienced team of Enforcement Officers, primarily ex Police, who specialise in Traveller removal using Common Law.”.
• The Honiton Local Action Group covers your areas and focusses on Anti-Social Behaviour and local problems as part of the East & Mid Devon Community Safety Partnership. There if we ever have a need.
• Regarding our request for a replacement post box to be installed at Yarcombe EX14, the details of our request have been forwarded to the relevant Collections Planning Manager who’ll carry out the necessary investigations to determine if a replacement post box is required. Can take up to 26 weeks.
• Steve Horner completed a ballot paper on behalf of YPC for the Blackdown Hills Parish Network Management Board.
