• Clive Stone has reported that in this week’s Midweek Herald and Western Morning News, there are articles on the recent release of additional funding for road works. He asks “could Sarah-Jane write to Cllr Chubb and Joe Deasy (Who we met at Clifthayne Lane before the work started) and ask how much of the £18.75m additional funding has been secured for East Devon and can Yarcombe benefit from this on top of what has already been committed for the current year and already budgeted for 2019/20. And then get parishioners to report potholes and drainage works”.

8. Clerk and Correspondence
Discussion / Decisions and Actions required:
• Grit Bins – need re-filling for Winter.
• S.137 Grant Applications received:
1. Yarcombe Flower Show – £200.00 for printing show schedules and pre-printed signs to advertise the events.
2. Yarcombe and Marsh Children’s Fund – £90.00 to take the children on a trip to see a “Kids Club Film” at the Cinema.
3. Yarcombe Jubilee Hall – up to £2,500.00 to build a new back entrance and fire escape
4. Yarcombe Voice – £200.00 for printing costs.
• Following the Marsh resident’s concerns of speed through the village, PCSO Darren England was going to organise a speed gun in the village and possibly, a speed wire could also be put up through the village. Waiting to hear back.
• Consideration of asking the Marsh residents if they would like to participate in “Community Speed Watch” as suggested by PCSO England
• Confirmation that the signatories at Unity Trust have been amended to 2 required meaning a triple layer request and authorisation for external payments and to create an internal transfer and 1 signatory to authorise it. Unity Trust declaration to be signed. Another Signatory is also sought.
• Sign Savings Account Application Form for the new Unity Trust Account (Net 032%/Gross .40%)

9. Planning
To receive and endorse the Planning Decisions of the Council taken since last meeting under delegated authority:

• Concerning the stone building being built on land opposite Yonder Marsh Farm Street Record Marsh, we have received an email from the Planning Department as follows: “I have been to the site and met with the owner. The works to renovate the building do not require planning permission. However, the owner will require planning permission for a change of use if he intends on using it for any purpose other than agriculture. He has agreed to apply before he changes the use.”

• EDDC enquiry about our snow warden and pleased to advise Thelma is still happy to continue.
• Enquired with Honiton Police if they have any stats or can obtain any concerning the Evolis Speed Watch device but as yet, I haven’t heard anything back.
• Thank-you letter received form Lesley Sutton for the £50 donation via Miranda for the Senior Citizens Christmas Lunch.
• Email received from C.G.S Grounds Maintenance, used by local Town Councils and are looking to share their services. “We are currently working alongside and have an excellent reputation with East Devon District Council, Sidmouth Town Council and a number of commercial Businesses. Our areas of expertise are Roadside Verges, Hedges, Tree Works, Large Acreage, New Property developments, areas of public use such as, Health Centres, Pleasure grounds and Large Private Estates. Please take the time to view our website, cgsgroundsmaintenance”
• Confirmation received for the Loan Sanctions Board that the renewal of the loan facility has been successful.
