c. To consider the Accounting Statements, approve the Accounting Statements by Resolution and ensure the Accounting Statements are signed:
1. Minute that the Councillors Certify Yarcombe Parish Council has having less than £25,000.00 income for the last financial year and therefore Certify that the Council is exempt from the External Audit requirements. Completion of the Certificate of Exemption.
2. Approve Section 1 of the Annual Governance Statement before approving Section 2 Accounting Statements.

Discussion / Decisions and Actions required:
• The Evolis Radar Speed Sign details.
• The Neighbourhood Plan, Dark Sky Policy – Concerns have been raised by locals about the light on the Yarcombe Inn which is quite intrusive and exceptionally bright. There is another light on the entrance to the village which is in the line of sight for drivers.
• “Please Close the Gate” signs
• John Carter has enquired if the Parish Council would be willing to help fund the publication of the John Salter book, in readiness for the July village market. The cost will be £700.00, and they are asking for a contribution soon in order to meet the deadline.

To receive and endorse the Planning Decisions of the Council taken since last meeting under delegated authority:

8.b Further Correspondence as follows (for more details and copy emails please email the Clerk):
• Email received from Amanda Pitchford, Eastern Highway Neighbourhood Team who visited Yarcombe to re-erect the Stockland directional sign and erected posts – but the sign was not on site. It has now re-appeared and we have kindly asked them if they can return.
• Email received from EDDC who are carrying out a review and would be grateful for any comments the Councillors have regarding the venues used for polling stations. Further information, such as maps, can be found on our website at https://eastdevon.gov.uk/elections-and-registering-to-vote/polling-place-review-2018/. Representations can be made in writing to Polling Place Review, Electoral Services, East Devon District Council, Knowle, Sidmouth EX10 8HL, or by e-mail to jhumphreys@eastdevon.gov.uk by no later than 5pm on Friday 6 July 2018.
• Copy Press Release received detailing that the New Communities Together Fund will now be put in place to support projects and more than £100,000 has been given to 34 community projects by Devon County Council and East Devon District Council through their Parishes Together Fund 2017/2018.
• Maggie Lane has been nominated as our local Arts Champion and her name put forward to attend the EDDC Garden Party in August.

• Email received relating to the new report of draft rules and draft application forms for the new Communities Together Fund 2018/2019 (replacement for the Parishes Together Fund which no longer exists, as the report explains). • £1,823.49 received from The Yarcombe Inn Community Benefit Society relating to the refund of the grant provided for costs incurred.
• £593.65 VAT refund received
• GDPR – Many emails received to see if we wish to be kept on the mailing list
• Confirmation received that £3.61 will be refunded re the Insurance Premium for a reduced schedule.
• Email received from Helen Selby in response to Clerks email that the A30 is lifting “Yes we are aware and it’s on the list of remedials for the contractor to correct.”
