All members of the Council are summoned to attend a meeting of Yarcombe Parish Council to be held remotely or via conference call on Monday 5th October 2020 at 8pm for the transaction of business as set out below.
Members of the Public Please Note: Due to the current HM Government’s measures for Covid-19, the Parish Council will meet virtually via Zoom. If any members of the public wish to raise a question for the meeting, they should contact the Clerk by Friday 2nd October latest by email, so it can be added to the Agenda.

Website Accessibility
The website Accessibility Statement as been extended to comply with Legislation and refers to us having a new website by the end 2021.
New Website
– https://parishcouncilwebsites.org.uk/prices/ still seems the best option. We need to plan a timescale – new financial year? Possibly start to ringfence some of the budget.

Highways
Damaged fence between layby and Tillery due to accident
Email received form David at Highways concerning his response to our email about the fence on the A30 which has now fallen over – he responded “This was mentioned by our Asset last week as there also re-surfacing planned along the A30. I’m just waiting to hear back as the fence may also be incorporated at the same time.”
Community Speed Watch
Phil Morgan from Highways has emailed to advise “There is now in place a new method for setting up a CSW group.
Initial request for a new CSW Group can be submitted by any member of the community (18yrs or over) all requests for new groups are requested online, through CSW Online at: https://www.communityspeedwatch.org/
A minimum of 6 volunteers are required for a CSW Group to become active (if less please contact Scheme Co-ordinator) .
Is this something we would like to pursue and publicise for Volunteers?

9. Planning
To receive and endorse the Planning Decisions of the Council taken since last meeting under delegated authority:
The formal delegation of making and submitting comments on planning applications to the Councillors who attend the site meetings, has been granted to Cllr Tony Long in November 2019. This is due to their being insufficient time before subsequent meetings to bring back comments to the Council for a full formal vote.
Cllr Long advised that during this time, site meetings have been held with a skeleton of Parish Council members, where he felt necessary and consequently hasn’t been inviting all the Parish Councillors to all the applications, due the present circumstances.

Clerk Correspondence received during September:
• Email from NALC who continue to advise:
NALC’s view is that although the Principal Regulations continue to permit local councils to hold meetings (now as an exemption to the six-person gatherings limit) in COVID-19 secure premises, the NALC position remains that we recommend that councils continue to meet remotely.
• London Hearts emailed through yarcombe.net concerning a £200 grant for a defibrillator which Peter Tarrant kindly forwarded. This has been forwarded to Sandra Newton for consideration
• Concerning the Planters on the layby:
Email received from Helen who spoke to her Mother – they “are both very happy that someone is, indeed looking after the planters and would really not wish to ‘tread on any ones toes’ – so to speak. I t was just an idea to volunteer in case no one else was doing it – would be so awful for the planters to look messy and uncared for in such a pretty spot! But we are now really pleased they are in safe hands.”

• Road works alert re re-surfacing on the A30 end September / early October
• Reply from the Yarcombe & Marsh Children’s Fund thanking Saffron for her donation through the John Salter Award and added “We just hope things start to improve so that the children will be able to get together to enjoy something sometime.” Message sent to Saffron to let her know they are very grateful.
• Barriers fallen over on the Yarty bridge were reported to Highways who attend the scene immediately “Currently on site and have repositioned the barriers. I’ve also added some additional ties(rope) and two extra cones for support which will hopefully resolve the issue. Seems to be working at the moment😀
